  18. <p>     Perhaps because victories come so rarely, they seem to
  19. unhinge the residents of Detroit. When the Tigers won the World
  20. Series in 1984, more than 100,000 fans ran deliriously into the
  21. streets, burning cars and looting shops. Each Halloween
  22. provides another excuse for Detroiters to vent high spirits,
  23. leaving extensive property damage in their wake. Last week,
  24. after the Pistons won a second straight professional-basketball
  25. championship, success once again proved more than Detroit could
  26. safely handle. In a long night of celebrations punctuated by
  27. gunfire, eight people were killed.
